In what situation do you think "someone with a fucked net connection and no steam account" would be "just fucked"? Please elaborate!
what am asking is wether steam requires a net connection everytime you need to play a game?

Yes it does. You can set Steam in offline mode, but any Steam game must go online at least once (i.e. on installation).

So if I install fear 2 I need ta activate (online) it 1st before and install steam then set it to offline m0de(dont care bout updates) and will still play without a net connection?

Stalker COP only cost me $34 on Steam, but I can't sell it, although it would probably be $64 on DVD.
I wouldn't buy a $80-$90 on Steam, cause if I wanted to sell, I can't.
Steam is also an excellent program to dl demo's.

Technically you can, but you'd have to create separate accounts for each game, so that you can simply transfer the account. This is forbidden in de EULA mind you (at least it was last time I checked).
And in practice Steam-only games with no fysical media are pretty hard to sell. Many non hardcore gamers do not know the concept of Steam and do not trust it. It is much easier to sell fysical media (even if it is attached to a Steam account) than to sell a Steam account without fysical media.
BTW I added Metro 2033 and Just Cause 2 to the start post.

Also added the Ubisoft DRM games last week, since this DRM has all the disadvantages of Steam and expands on them.

I added CoD7, K&L2, JC2, Mafia 2 and Civ V.
It's getting harder to make this list because most reviews do not mention the Steam requirement any more. For Ubi DRM the same applies.
