my biggest fear, is making some innocent joke, then having to appologize to this girl in front of everyone in my department for, essentially, doing nothing wrong. That's why I mostly keep my mouth shut at work
I never keep my mouth shut at work for the reasons you describe and never had to apologise, maybe I am just a bit less blunt than you?
But still, would it really be such a big burden to apologise in public? Everyone would know it is a meaningless excuse merely for for maintaining the peace anyway.

Have you ever had to appologize to a woman? They don't just turn around and say "appology accepted", they start pointing out all the ways why you are wrong, have been wrong, and always will be wrong

Puk is 100% true, women NEVER truly accept an appologize from a co-worker or a friend, no matter how irrelevant or innocent is the "offense" nor how much you humiliate yourself by doing it. In fact it is worst: they think you are weak and then respect you even less. Because women don't understand "friendship" as men do, they only understand power rankings and hierarchied relationships (it's in their primitive nature, like it's in most men to have sex with as many women as possible).
The only time where they could accept one is in a submissive relationship with you (i.e. if you hit her and say that you aren't going to do it again).

It's literally my biggest fear, to piss off one of the women in this office. That's why I treat them 4 year olds: If they make a comment, I pretend like it's the most earth shattering comment, and shower them with praise.
